The Prevention and Combating of Corruption Bureau (PCCB) in collaboration with the Institute of Development Studies (IDS) of The University of Dar-es-Salaam, conducted a research on ‘Grappling with Corruption in Local Government Elections - A focus on Kitongoji, Village, Mtaa and Ward Level.’
This study research provides a better understanding of the type, occurrence, extent and magnitude of corruption and efforts to control it in relation to the previous Local Government elections (2004) and (2009). The findings of this study cover three main thematic parts, namely elections in Local Government Authorities, leadership and corruption in elections.
The study examined the nature, type, extent, size, frequency and magnitude of corrupt practices at this level during Local Government Elections. The study also interrogated citizen’s awareness of their rights and obligations in participating in democratic elections, including whether or not citizens can resist the temptation to be corrupted. It further examined whether or not political parties participating in elections at this level have internal mechanisms to prevent corrupt practices during Local Government Elections; And finally, to examine and assess whether or not the District/Municipal authorities who are the managers of Local Government Elections, have competent mechanisms in place to ensure that elections are free,
